Strict rules for soil truck in Hua Hin area
Mr Nopporn Wutthikul, vice mayor of Hua Hin, said that the municipality invited truck operators to attend the meeting and acknowledge the local laws. He stressed that the truck operators should abide by all laws and rules.
According to the Act 2543 Section 17 a soil digging operator who wishes to dig deeper than 3 metres and 2,500sq.m. wide will have to notify the municipality along with the documents which show project plan, land title deed, duration of the operation, name of contractor, owner of the land, etc. To top up with soil for the purpose of building houses anything bigger 2,000sq.m., the operator will need to notify the municipality as well. The owner of the land is required to put a drainage system around the land. If historical sites, objects, mines are found, the operation is to be stopped and the municipality should be called and notified.
Mr Nopporn stated that the municipality has taken serious action on this matter because there have been many complaints from the residents of Hua Hin communities. The municipality needs to enforce the laws to solve the problem from the roots. Therefore, calling in soil digging and soil truck operators to acknowledge the law and accept its enforcement will help decrease the problems.
At the same time Mr Nopporn suggested truck operators to form a group or association of truck operators to designate standard prices for soil delivery and soil top up services. Mr Nopporn also advised that the truck operators will be required to take responsibility with land owners for putting drainage pipes around the land they put the soil on. Trucks that are 12,000-22,000kg will be fined if found operating illegally because they are the main source of the problems and ruin the surface of the roads.
The meeting was successful. The municipality and truck operators understood each other and came to the conclusion that if the municipality found any truck operators still violating the laws, they will be arrested and fined according the Act.
